The Washington State Office of Superintendent of Public Instruction (OSPI) is seeking a visionary and dynamic leader to join the OSPI team as a Program Specialist for the Child and Adult Care Food Program. Position Overview

Duties encompass administrative planning, consulting, advising, and implementing program regulations at the state, county, and local institution levels. 

 

Provides analysis and recommendations regarding budgetary and fiscal matters.  Ensures compliance with Child Nutrition Program (CNP) regulations.  The administration of these programs requires knowledge of state and federal laws, regulations and policies pertaining to the programs.  Has knowledge in child and adult nutrition.  These responsibilities support the CNP Mission Statement.

                                         

Duties

Conduct program reviews for institutions participating in the Child and Adult Care Food Program (CACFP) including child care centers, adult day care centers, after-school snack programs, homeless shelters, and family day care home sponsors.  Reviewing these programs requires expert knowledge of state and federal laws, regulations, and policies pertaining to the programs.

Monitor compliance with regulations that determine eligibility for funding from the state and federal governments. Evaluate eligibility determinations, review claims for reimbursement, check compliance in a variety of program areas to include but not limited to meal counts and meal pattern compliance, advise the institution's administrators in sound administrative and food service management practices, and recommend changes for improvement to bring institutions into compliance.

Remain current in federal, state, and local regulations and policies and assist in developing written materials to assure CACFP participating institutions are complying with these requirements.  Provide technical assistance to institutions as appropriate.

Provide technical assistance in the areas of record keeping, effective use of labor, food service equipment, safety and sanitation, meal counting systems, cost effective financial management practices and nutritionally appropriate menus.

Plan, organize, develop materials, coordinate and conduct numerous workshops on child and adult programs and nutrition issues.  Workshops may be with small or very large groups.

 

Candidate Profile

The Office of Superintendent of Public Instruction is seeking candidates who meet or exceed the following profile:

·        Experience in working with multiple racial/ethnic and socioeconomic groups.

·        Strong verbal and written communication skills needed.

·        Travel throughout Washington State is a requirement of this position.

·        Valid/current driver’s license.

·        Staying in motels and working at night to prepare for exit conferences is common practice.

·        This position requires the use of motor pool vehicles.  However, the candidate must have a personal vehicle to use for work travel if a motor pool vehicle is unavailable or more costly depending on the extent of the travel.

·        Working hours vary, depending on the distance to travel to an institution, the length of time of the scheduled entrance and exit conferences, and the length of the review.  

·        This position is responsible for scheduling all work appointments and requires someone willing to work in a very independent capacity, as well as the ability to work as part of a team.

Desirable Education and Experience

Master’s Degree with major emphasis in Food and Nutrition, Home Economics, Institution Management, Nutrition and Dietetics, Nutrition Education or Business Management.

Three years of experience in directing a nutrition service operation or managing an institution or health care food service operation preferred.

One year of graduate training in public or business administration or related field and four years of professional experience in the specialty required may be substituted for the Master’s degree.

Two additional years of professional experience will substitute for the Master’s degree provided a Bachelor’s Degree has been obtained.

Registered Dietitian preferred but not required.

Compensation

The annual salary range for the position is $43,572 – 57,240 and will depend upon qualifications of the selected candidate.  Washington State has a generous benefit package including health, dental and life insurance, retirement, and an optional deferred compensation program.  You may go to www.hca.wa.gov for information on health benefits and www.drs.wa.gov for information on retirement options.
